Background: The Mission Partner Capabilities Office (MPCO) executes the Secretary of the Air Forces responsibilities as Executive Agent for the DoD Mission Partner Environment (MPE). The MPE framework seeks to improve information sharing, data exchange, and establish interoperable governance standards among users to foster response times for a range of military and humanitarian activities. Mission Partner Environments are designed to allow the military and its mission partners to work collaboratively and effectively and to share sensitive, classified information securely.
The Pegasus program is a critical component within the DoD MPE initiative, designed to enhance secure communication and collaboration among the Five Eyes (FVEY) nations: Australia, Canada, New Zealand, the United Kingdom, and the United States.
CACG, LLC is a subcontractor on the MPCO MPE Operations Maintenance and Sustainment Task Order for Pegasus, and has an objective to operate and maintain Pegasus, while providing support services and the continued phased transition of all DoD MPE activities to an approved Enterprise Service Management Framework with Information Technology Service Management (ITSM)-supporting technical capabilities and toolsets.
Position Summary: CACG is seeking a Senior Technical Project Manager (TPM) who will oversee and manage the Pegasus system's operations, maintenance, and sustainment activities. This role involves ensuring uninterrupted services and capabilities that support a collaborative coalition partnership among the Five Eyes (FVEY) military nations: Australia, Canada, New Zealand, the United Kingdom, and the United States. The Senior TPM will work closely with various departments, including IT, cybersecurity, and logistics, to ensure the successful execution of the PWS requirements.

Duties May Include:
- Project Management: Lead and manage the execution of the Pegasus system's operations, maintenance, and sustainment activities. Ensure all tasks are completed on time and within budget.
- Technical Oversight: Provide technical expertise and oversight for the Pegasus system, including network operations, cybersecurity, application maintenance, and service desk support.
- Collaboration: Work closely with FVEY coalition partners, U.S. military forces, and other stakeholders to ensure effective information sharing and collaboration.
- Quality Assurance: Monitor and ensure compliance with the Government's Quality Assurance Surveillance Plan (QASP). Address any nonconformance issues promptly.
- Cybersecurity: Implement and maintain robust cybersecurity measures, including adherence to the Risk Management Framework (RMF) for DoD IT and continuous monitoring activities.
- Documentation: Maintain accurate and up-to-date documentation for all Pegasus networks, services, and applications. Ensure compliance with DoD and U.S. Air Force policies and guidelines.
- Training: Provide training and support to personnel on Pegasus systems and applications. Develop user guides and technical documentation as needed.
- Reporting: Prepare and submit regular status reports, meeting minutes, and other required documentation to the Prime Contractor and Government representatives.
- Education: Bachelor's degree in Information Technology, Computer Science, Engineering, or a related field.
- Experience: Minimum of 10 years of experience in project management, with a focus on IT and cybersecurity. Experience working with DoD and U.S. military systems is highly desirable.
- Certifications: PMP, CISSP, or other relevant certifications.
- Skills: Strong technical expertise in network operations, cybersecurity, application maintenance, and service desk support. Excellent communication and collaboration skills.
- Clearance: Must possess a U.S. final Secret or TS clearance and the appropriate adjudicated investigation type. Eligibility to access North Atlantic Treaty Organization (NATO) SECRET information is required.
- Education: Advanced degree in Information Technology, Computer Science, Engineering, or a related field.
- Experience: More than 15 years of experience in project management, with a focus on IT and cybersecurity. Extensive experience working with DoD and U.S. military systems particularly in areas relating to Command, Control, and Intelligence (C2I) information sharing.
- Certifications: Additional relevant certifications such as ITIL, CISM, or CEH.
- Skills: Proven track record of managing large-scale IT projects, strong problem-solving abilities, and experience with agile methodologies.
- Locations: Work will be conducted at various locations, including Fort Meade, MD; Columbus, OH; Joint Base Pearl Harbor-Hickam, HI; and other supported locations worldwide.
- Duty Hours: Typical duty hours are 0700-1600 at MPCO locations and 0600-1800 at JITC Lab and DECC locations. Some work may require effort outside of traditional operating hours.
